Puppy mills are abhorrent places. These dog breeding businesses care only about the bottom dollar and not about the welfare of the dogs. This can lead to some terrible abuses of dogs in the pursuit of profit.
The difficulty in determining whether or not a puppy mill is abusing their dogs comes from the fact that you can’t tell from the outside. And if you get no indication that these dogs are being abused, you can get no warrant to enter the land forcibly.
